MSHA Issues Annual Winter Safety Alert Highlighting Seasonal Hazards

Federal regulators are warning mine operators and workers about the increased risks of slips, vehicle accidents, and cold stress as winter weather conditions approach.

The Mine Safety and Health Administration has issued its annual seasonal safety alert, warning the industry about hazards associated with the onset of winter weather. According to the agency, the colder months bring a sharp increase in slips, trips, and falls, as well as vehicle accidents and cold-stress injuries at both surface and underground mining operations. The alert emphasizes that snow, ice, and freeze-thaw cycles can significantly weaken haul roads, highwalls, benches, and walkways.

Underground operations also face unique seasonal challenges, as dry winter air can compromise roof strata and increase the risk of ground falls. Meanwhile, prolonged exposure to freezing temperatures puts miners at risk of developing hypothermia and frostbite. Regulators stress that most winter-related injuries are entirely preventable through proactive measures, including aggressive snow and ice control, adequate workplace examinations, and comprehensive ground control strategies.

To protect workers from cold stress, operators should ensure miners wear insulated, layered, and waterproof clothing while on the job. Facilities must provide warm shelters and hot liquids for personnel working in freezing conditions, and supervisors are advised to schedule the coldest tasks during the warmest parts of the shift. Pre-season equipment inspections and targeted seasonal training are also critical components of a successful winter safety program.
